PROBLEM TO BE SOLVED: To effectively disperse an aggregate of molecules composing a magnetic body-containing liquid for activating the liquid. SOLUTION: An alternating magnetic field is applied to the magnetic body-containing liquid by an alternating magnetic field applying means A, and ultrasonic waves are applied to the liquid by an ultrasonic wave applying means B at a position different from a position where the alternating magnetic field is applied. Additionally, pulse waves are intermittently applied to the liquid fluid after applying the alternating magnetic field and ultrasonic waves in the state that the poles of a pair of electromagnets have the same polarity so that magnetic lines of force from the same polarity poles of the electromagnets collide with each other.
