PROBLEM TO BE SOLVED: To provide a system for rendering refuse incineration ash harmless and manufacturing an artificial zeolite using the refuse incineration ash as main raw material through a series of steps including utilization of ultrasonic waves and low-temperature heating at a low cost with high efficiency. SOLUTION: The system for rendering refuse incineration ash harmless and manufacturing an artificial zeolite from the refuse incineration ash comprises: (a) a step of extracting and separating heavy metals from the refuse incineration ash; (b) a step of forming slurry by mixing the refuse incineration ash freed of the heavy metals with water and alkali; (c) a step of separating the slurry into a solid content and filtrate; (d) a step of forming aqueous slurry by mixing the solid content with water and alkali; (e) a step of irradiating the aqueous slurry with ultrasonic waves; and (f) a step of heating the aqueous slurry.
