PROBLEM TO BE SOLVED: To materialize a transient voltage protection circuit which can withstand damp surge and save energy. SOLUTION: It is equipped with a semiconductor switch 16, an SW controller 18 which controls the semiconductor switch, a ripple filter 19 which smoothes the ripple of the voltage supplied from the semiconductor switch, and a detection means 17 for input voltage Vin. The SW controller 18 includes a triangular wave generator 31 which outputs a fixed amplitude of triangular wave voltage Vsig, and a voltage comparison means 32 which outputs an on signal, when Vin<the minimum value of Vsig, an off signal when Vin≥the maximum value of Vsig, an on signal if Vin<Vsig and an OFF signal if Vin≥Vsig, when the minimum value of Vsig≤Vin<the maximum value of Vsig, to the semiconductor switch 16, based on the comparison between the input voltage Vin and the triangular wave voltage Vsig.
