PROBLEM TO BE SOLVED: To provide a packaging system which is unnecessary for discharging a non-defective PTP sheet outside the system even when a post-processing device is stopped, and capable of preventing a content stored in a pocket from being deteriorated by heat even when the packaging system is stopped. SOLUTION: The packaging system 10 comprises a filling device 14 for filling a content 5 in a pocket 2 formed in a base material sheet 6, a lid fitting device 18 for closing an opening part of the pocket 2 by heat-bonding a sheet-like lid material 4 to the base material sheet 6, a punching device 20 for punching the PTP sheet 1 from a joining body of the base material sheet 6 and the lid material 4, and a conveying device 24 for conveying the PTP sheet 1 to the post-processing device 22. In addition, to the packaging system, when the post-processing device 22 is stopped, a buffer device 32 for receiving the PTP sheet 1 in place of the post-processing device 22 is arranged on the downstream side of the conveying device 24 to prevent generation of any defective PTP sheet 1 and waste of the content 5 caused by generation of any defective PTP sheet 1.
