[PROBLEMS] To provide a fluorescent substance which emits a red fluorescence and has a high quantum efficiency, a process for producing the fluorescent substance, a wavelength converter, a fluorescent device, and an illuminator. [MEANS FOR SOLVING PROBLEMS] The fluorescent substance contains M¹ (M¹ is: barium; barium and strontium; or barium and calcium), europium, magnesium, manganese, and silicon as essential components. The amount of the europium is 0.14 mol or smaller per mol of the silicon, and the amount of the manganese is 0.07 mol or smaller per mol of the silicon.
