PROBLEM TO BE SOLVED: To provide an issuance start processing method capable of easily editing and confirming edition contents of data to be recorded and data to be printed before issuance start operation in a recording medium forming device. SOLUTION: When issuance indication is inputted, recorded data whose edition is completed and data to be printed and the like are acquired (S301) and displayed on a screen (S302). When input of execution selection parts 87 and 88 exists (S303;Yes), display is switched so that check marks are inputted in the execution selection parts (S304), and when selection input does not exist (S303;No), it is confirmed whether issuance start input by an issuance start button 80 exists (S305). When issuance start input exists (S305;Yes), actual issuance processing operation is started. Issuance operation is started after edition data are confirmed by displaying total edition data on one screen after issuance indication is inputted.
