<P>PROBLEM TO BE SOLVED: To provide a wavelength converting member improved in the dispersion of phosphor particles into a medium and provide a light-emitting device being free from color irregularity and good in emission efficiency. <P>SOLUTION: The wavelength converting member is provided with phosphor particles formed of an oxynitride or nitride, a film that coats the above phosphor particles and has permittivity larger than that of the phosphor particles and a medium into which the phosphor particles coated with the film is dispersed.
