<P>PROBLEM TO BE SOLVED: To provide a developing device which is capable of efficiently scraping toner, with an inexpensive configuration. <P>SOLUTION: The developing device 5 forms a magnetic brush 71 including carriers 7 on a magnetic roll 52 and forms a layer 61 of the toner 6 on a developing roll 51 and simultaneously scraps the toner 6 remaining on the developing roll 51, without being transferred to a photoreceptor drum 31 from the developing roll 51, by the magnetic brush 71.
