PROBLEM TO BE SOLVED: To provide a motor controller for performing the output limitation of a motor by knowing the state of the motor more accurately and stably.

SOLUTION: An insulation resistance calculation part 102 calculates the ground insulation resistance in a motor area based on the peak value of the voltage V from a leakage detector. The insulation resistance calculation part 102 calculates the torque upper limit value TRMAX based on the calculated ground insulation resistance to set the calculated torque upper limit TRMAX to a torque limiting part 104. When torque command values TR1, TR2 exceed the torque upper limit value TRMAX, the torque limiting part 104 limits the torque command value to the upper limit value TRMAX.
