PROBLEM TO BE SOLVED: To provide a fluid filled type cylindrical vibration controller of a novel structure forming a short circuit passage reducing or avoiding generation of excessive negative pressure in a fluid chamber by a simple structure without requiring a special member. SOLUTION: A portion of an orifice member 46, fitted into a first support groove 32a, is circumferentially divided, at least one of both circumferentially divided ends of the orifice member 46 is formed with an inner surface recessed groove 72 opened to an inner peripheral surface, and the inner surface recessed groove 72 is covered with the bottom surface of the first support groove 32a. Thereby, while a short-circuit passage 74 is formed for allowing a first fluid chamber 68a and a second fluid chamber 68b to communicate each other, a valve element rubber 34 is provided to the first support groove 32a, the valve element rubber 34 overlaps the circumferential end surface of the orifice member 46 with the short circuit passage 74 opened, and the valve element rubber 34 is arranged to close one opening of the short-circuit passage 74.
