<p><P>PROBLEM TO BE SOLVED: To provide a base body of a solar cell which can enhance utilization efficiency of incident light with a reduced cost, to provide a method of manufacturing the same, and to provide a solar cell module. <P>SOLUTION: A concave-convex structure portion 3 having a concave-convex pitch shorter than the wavelength of the incident light is formed on the surface of a transparent conductive film 2 stacked on a transparent base body plate 1.
