PROBLEM TO BE SOLVED: To provide a high-quality image having no density irregularity by making the crush condition of toner in fixing as uniform as possible when fixing a toner image on a printing medium, so that the uniform crush condition of the toner can be achieved as an image forming apparatus. SOLUTION: The toner image on recording material is preliminarily heated before it is fixed by a fixing device 107, and the recording material on which the toner image is carried is made to pass through the fixing device 107 so as to fix the image after the toner image preliminarily heated is cooled to be equal to or under the melting point of wax, which constitutes the toner, or a glass transition point of binding resin, which constitutes the toner.
