PROBLEM TO BE SOLVED: To provide an assembling device and a manufacturing method for a structure constituted by fixing a disc-shaped plate member to a structural member having a barrel part having a columnar shape and a flange part and enabling 100% inspection of the height of an upper face of a clamp ring fixed in a shrinkage-fitted manner to an upper face of the plate member when assembling the structural body constituted by inserting the clamp ring into the barrel part of the structural member externally and shrinkage-fitting to fix it by providing an elastic body for pressing the plate member against the flange part between the plate member and it. SOLUTION: While load is applied onto the upper face of the clamp ring 5 to shrinkage-fit to fix the clamp ring 5, the height of the upper face of the clamp ring 5 to the upper face of the plate member 3 is indirectly detected by detecting the height of a lower face of a pressurizing part 20 to a predetermined reference height by a height detection part 22.
