A method and an apparatus for constructing an emergency shelter in a railroad tunnel are provided to cut a wall of the tunnel by moving a cutting device along vertical and horizontal conveying guides. An apparatus for constructing an emergency shelter in a railroad tunnel comprises conveying guide rollers(13), a chain gear(15), a main body, a water jet(17), and a control unit. The conveying guide rollers are mounted to conveying guides(12) installed on a wall of the tunnel vertically and horizontally. The chain gear, which is engaged with chain guides(14) and installed at the center of the conveying guide, moves vertically and horizontally. The main body, which is driven by a hydraulic motor(16), moves vertically and horizontally along the conveying guides and the chain guides. The water jet, which is installed to the main body and connected with a water cart located out of the tunnel, cuts the wall, as moving along the conveying guides. The control unit is installed in the emergency shelter to control the main body and the water jet.
