A carbon material activation apparatus and a carbon material activation method are provided to change a shape according to application by forming carbon material after activation. An apparatus for electrically activating carbon material includes an insulating vessel(10), a reactor(12), an electrode(14), and a voltage applying device(22). The insulating vessel is filled with an electrolyte(18). The reactor is filled with particulate carbon material and is placed inside the insulating vessel. The electrode is positioned under the reactor inside the insulating vessel. The voltage applying device applies a voltage to the reactor and an opposite electrode by using the reactor as an operation electrode and using the electrode as the opposite electrode.
