The machine has an introducing device e.g. leveling device (70) and compacting device (71), introducing a new formation protective layer. A new conveying device i.e. conveyor belt (55), conveys the processed soil or formation protective layer material from a processing unit e.g. mixer (50) and classifier (53), to the introducing device. An application device i.e. roller (100), applies a mechanically-dampening intermediate layer on the new formation protective layer. A ballast introducing device i.e. conveyor belt (96), introduces a new ballast layer on the intermediate layer.
