A bumper beam for a vehicle is provided to improve impact absorption performance by integrally welding an impact absorption member between an inner plate and an outer plate that have different thicknesses. A bumper beam for a vehicle comprises a complex plate(7) including an inner plate, an outer plate(3) and an impact absorption member(5). The complex plate is formed in a sandwich type by welding the impact absorption member between the inner plate and the outer plate. The impact absorption member has a bent shape and is made of material the same as that of the inner plate and the outer plate. The complex plate is subject to a roll-forming process such that a front surface exposed to impact force has a curved surface.
