A method for measuring and applying a dynamic penetrating value of an earth drilling device is provided to improve reliability by directly measuring an effect on a casing and excluding unexpected transient data. A method for measuring and applying a dynamic penetrating value of an earth drilling device includes the steps of: performing a standard penetrating test before construction, measuring a static penetrating value by calculating the state and result, and determining an actual spot static penetrating value for application to the construction based on a constant according to the static penetrating value and work environment; and measuring momentum by using a momentum measurement device of the earth drilling device while penetrating a casing(1) into 30cm and measuring the dynamic penetrating value as the momentum per unit area of the casing by calculating an effective cross section of the casing in consideration of devices attached to an end of the casing.
