A charging device and an image forming apparatus are provided to prevent particles of a foreign material from being attached again to a charging member which has been cleaned. An electrode wire(33) is disposed at a certain interval from a surface of a photosensitive drum(1) and extendedly installed to be parallel to the photosensitive drum. A charging voltage is applied between the electric wire and the photosensitive drum. A first pad(37) is in contact with the electrode wire and moves in the direction in which the electrode wire is installed in order to remove a debris. An air introduction path introduces air that flows in one direction with respect to a direction in which the electric wire is installed. When the first pad is moved, it comes in contact with the electric wire. With an air flow generated, when the first pad is moved in a reverse direction of the air flow, it is separated from the electric wire.
