The device (200) has a truncated conical body comprising an inner wall (210) forming an open lower cavity whose shape is equivalent to an outer wall (205). The outer wall receives an upper outer part of another device, where the devices are made of plastic material. Space between the inner wall and the outer wall forms another cavity for receiving a pulverulent or water ballast. Two six-membered parts are respectively formed on lower and upper parts of the body.
