A method for judging a function of a storing medium and a digital recording and reproducing apparatus capable of performing the same are provided to check the use propriety of a replaced or connected storing medium and offer a suitable function according to the checked performance to improve the compatibility of the storing medium and reduce an error operation or a defect rate of a system. A storing unit(170) stores a performance test result of a storing medium. A storing medium management module(180) performs a performance test for a new storing medium whose performance test result is not stored in the storing unit in at least one connected storing medium, and judges a function capable of being operated in the new storing medium from the performed performance test result. A control unit(196) controls the storing unit to store the performed performance test result of the new storing medium.
