An apparatus and a method for implementing color error diffusion in consideration of a change of a luminance value are provided to perform error diffusion by color after correcting a luminance error for a quantized image in the image quantization of a mobile communication terminal having an LCD(Liquid Crystal Display) with the different number of allocated bits, thereby reducing a half-tone pattern to display a natural image. A look-up table(302) stores a changed RGB(Red,Green,Blue) value according to a change of different lowest RGB bit values, luminance values according to a change of the lowest RGB bit, and an index corresponding to each luminance value. A quantization unit(300) quantizes inputted original video data and outputs the quantized video data. A luminance correction unit(310) calculates a luminance error value between the original video data and the quantized video data, and checks a changed RGB value for correcting the calculated luminance error from the look-up table by using the luminance error value. A first adder(320) adds an RGB error value for correcting the luminance error to the quantized video data to output video data of which the luminance error is corrected. An error diffusion unit(308) calculates an error between the original video data and the luminance-corrected video data and performs error diffusion by using the calculated error. A luminance correction determining unit(304) checks whether the calculated luminance error value is a minus error, allows the luminance correction unit to check the changed RGB value from the look-up table if the calculated luminance error value is not the minus error, and allows the luminance correction unit to perform error diffusion through a general error diffusion method if the calculated luminance error value is the minus error.
