A cosmetic composition comprising the extract of natural materials is provided to inhibit quality lowering of cosmetics by inhibiting the growth of microorganisms, improve preservative effects and reduce skin irritation. A preservative cosmetic composition comprises 0.1-10.0 wt.% of Eucommia ulmoides extract, 0.1-10.0 wt.% of Geranium nepalense extract and 0.1-10.0 wt.% of Chelidonium majus extract in a mixing ratio of 2:1:1 to 2:1:2, which are prepared by extracting them with (a) water, (b) C1-4 anhydrous or hydrous lower alcohol, (c) acetone, (d) ethyl acetate, (e) chloroform or (f) 1,3-butylene glycol.
