An alkali ion water magnetizing filter is provided to magnetize and sterilize tap water as raw water into weak alkaline ion water beneficial to the health through vortex springs clamped to a plurality of permanent magnets respectively, and an alkali ion water magnetizing purification device using the alkali ion water magnetizing filter is provided. An alkali ion water magnetizing filter comprises: magnet supporting plates(40) of both sides each having a water passing hole(44) penetrated into a central portion thereof, and a plurality of magnet fixing ports(42) projectingly formed on oppositely directed faces thereof; permanent magnet rods(30) of which both end portions are inserted and integrally fixed into the magnet fixing ports of the magnet supporting plates; vortex springs(32) having the respective permanent magnet rods inserted and clamped thereonto to magnetize and sterilize the raw water into weal alkaline ion water while causing raw water to form a vortex as foam water when the raw water passes through the water passing holes of the magnet supporting plates; a filter housing(10) which is vertically opened, and into which the magnet supporting plates having the permanent magnet rods integrally connected thereto are inserted and positioned; and housing caps(20) having integrally connected to respectively penetrated outer central portions thereof, and sealing O-rings(12) and cap washers(14) clamped to facing inner sides thereof, the housing caps being fixedly connected to the filter housing while maintaining airtightness with respect to both end portions of the filter housing. Further, the sealing O-rings are made of synthetic resins or rubber material, and the cap washers are made of metal material.
