A tape transporting device, a tape transporting method, and a computer readable medium having a program are provided to suppress a jamming effect and to improve the accuracy of a tape transfer dimension. A guide(33) is formed to guide a tape in a longitudinal direction. A drawing arm(36) is formed to absorb the tape on the guide. The drawing arm draws the tape of cutting units in the longitudinal direction. A holding substrate(35) is installed adjacently to a tape drawing side of the guide. The holding substrate is formed to absorb and maintain the tape drawn by the drawing arm. A control unit(71) controls operations of the drawing arm and controls an absorbing operation of the holding substrate. The control unit includes a tape drawing part for drawing the tape to the holding substrate, a tape absorbing part for absorbing the tape, and a drawing arm returning part for returning the tape to the guide.
