A bit rate converting apparatus, which has no function of rewriting PCR values and is suitable for DVB-H signals, comprises a means (42) that stores DVB-H signals according to a first bit rate; a means (46) that successively generates NULL packets according to a second bit rate; and a means (45) that outputs either the stored packets or the NULL packets according to the second bit rate. The apparatus may further comprise a means (51) that receives the TS signals of DVB-H standard and that removes the NULL packets from the TS signals. Alternatively, the apparatus may further comprise a means (61) that receives the TS signals of DVB-H standard and that passes only PSI/SI packets and packets constituting the TS signals and representative of a program. |
