The device has two flanges (4) integrated with several magnetic peripheral partitions (2). The partitions maintain a thin magnetized band (1) radially and axially by a curve in tangential movement, where the band collaborates by induction with a fixed inducting layer (3) by which an electrical energy transits during storage and usage of the energy. The band with a longitudinal elasticity module is chosen from a less value so that a radial pressure due to a centrifugal force is exactly compensated by magnetic pressure relative to interaction of the band with the partition.
