PROBLEM TO BE SOLVED: To notify a caller that connection to an overseas roaming terminal is treated as an international call when calling to a user of an overseas roaming terminal is an incoming call to overseas, in particular to an area out of a domestic service area. SOLUTION: A communication system of a domestic common carrier has: a means for managing an overseas roaming terminal user information of a user who utilizes an overseas roaming terminal and registering a fact that the user of the overseas roaming terminal stays in an area where overseas roaming service is available into the overseas roaming terminal user information; and a means for referring to the overseas roaming terminal user information when the caller makes a call to the user of the overseas roaming terminal, notifying the caller that the call is treated as an international call when the user of the overseas roaming terminal is staying out of a domestic service area, and allowing the caller to confirm whether the call should be connected as an international call.
