PROBLEM TO BE SOLVED: To provide a device and a method for controlling an internal combustion engine capable of reducing load of an operation element executing operation action of engine controlled variable establishment according to detection value of intake air quantity. SOLUTION: This device is provided with a storage means storing a data map indicating a plurality of scale values about suction pressure of the internal combustion engine and a plurality of controlled variables about predetermined control parameters of the internal combustion engine, and a scale value rewrite means rewriting each of a plurality of scale values corresponding to a plurality of controlled valuables corresponding to data map to values corresponding to a detection value of atmospheric pressure. The controlled variable about predetermined control parameters corresponding to the detection value of intake air pressure is established by using the data map, and control parameter of the internal combustion engine is controlled based on the established controlled variables.
