PROBLEM TO BE SOLVED: To realize compatibility between the securing of maximum floor area and favorable living environment of an apartment within the bounds of a building coverage ratio and a volume ratio which are established with respect to a site, and to avoid a cost increase, an extension of a process, and restrictions on forms and design by the legal limit. SOLUTION: In the hierarchal structure of an apartment, each dwelling unit has a plurality of standard floor height parts, a plurality of lower floor height parts, and a communicating space which connects them with each other. By arranging the lower floor height part in the boundary between neighboring dwelling units, the lower floor height part of each dwelling unit is placed in a multiple-layer state. The number of floors, the floor, and the maximum height are set so that it is exempted from the application of laws, regulations or the like governing an explanation for neighbors by a pit partition, regulations on shaded areas, and a conflict-prevention ordinance.
