PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing apparatus of a solid fuel that suppress increase of a fine powder coal concentration in a circulating oil. SOLUTION: The manufacturing method of a solid fuel comprises a mixing step for mixing porous coal with a mixed oil comprising a heavy oil component and a solvent oil component to obtain a raw material slurry, a vaporization step for heating the raw material slurry thereby facilitating dehydration of the porous coal and causing the mixed oil to permeate through pores of the porous coal to obtain a dehydrated slurry, a solid-liquid separation step for separating modified porous coal and the mixed oil from the dehydrated slurry, a final drying step for drying the separated modified porous coal with a carrier gas, subsequently condensing the vaporized mixed oil in the carrier gas by cooling and catching the porous coal in the carrier gas by spraying the condensed mixed oil thereby to recover the mixed oil, and a circulation step for returning the separated and recovered mixed oil in the solid-liquid separation step to the mixing step, where the manufacturing method contains a feeding step A for feeding the mixed oil recovered in the final drying step to the solid-liquid separation step.
