PROBLEM TO BE SOLVED: To provide a loading order determining device, a loading order determining method, and a loading order determining program for determining a loading order requiring short time and decreasing work burdens on a worker. SOLUTION: The loading order determining device 1 decides an order for loading loading boxes into a rectangular parallelepiped space without a clearance as far as possible. A base loading order indicating the order increasing the number as a distance from an origin separates in any one of a first side direction, a second side direction, a height direction from the origin defined in the rectangular parallelepiped space; and a loading order for actually loading the loading boxed according to the size and positional information of the loading boxes are decided. According to the loading order of the loading box which is adjacent to a target loading box on the origin side and whose loading order is already decided, the loading order is corrected to make the loading order of the target loading box large.
