This invention relates to a non-aqueous electrolyte exhibiting a non-combustibility even under a condition having a higher oxygen concentration, and more particularly to a non-aqueous electrolyte characterized by comprising a non-aqueous solvent containing a cyclic phosphazene compound represented by the following general formula (I): <?in-line-formulae description="In-line Formulae" end="lead"?>(NPR<SUP>1</SUP><SUB>2</SUB>)<SUB>n</SUB> (I)<?in-line-formulae description="In-line Formulae" end="tail"?> [wherein R<SUP>1</SUP>s are independently a halogen element or a monovalent substituent; and n is 3-4] and a fluorophosphate compound represented by the following general formula (II): [wherein R<SUP>2</SUP>s are independently a halogen element, an alkoxy group or an aryloxy group, and at least one of the two R<SUP>2</SUP>s is the alkoxy group or the aryloxy group], and a support salt.
