PROBLEM TO BE SOLVED: To solve a problem that the required number of bypass capacitors increases when managing states of battery cells Bij in a block composed some battery cells Bij in a battery pack 10 constituted as a series connection unit of a plurality of the battery cells Bij. SOLUTION: Both ends of adjacent management units Up, Uq (p=2x-1, q=p+1:x=1, 2, 3, ...) and the battery cells Bp1-Bpm, Bq1-Bqm of a block are connected by electric routes Lp1, Lp(m+1), Lq(m+1) as power supply lines. Capacitors Cp1, Cp2 and capacitors Cp2, Cp3 are connected in series between two adjacent electric routes Lp1 and Lp(m+1) and electric routes Lp(m+1) and Lq(m+1) of these routes, respectively.
