PROBLEM TO BE SOLVED: To guarantee an upper limit of a decoding time of JBIG2 decoding or an available memory capacity. SOLUTION: A code converting apparatus 200 includes a condition input unit 201, an overlap removing unit 202 and a region number limiting unit 203. The overlap removing unit 202 removes area overlapping of inputted JBIG2 data. The region number limiting unit 203 merges a plurality of regions and limits the number of regions.
