PROBLEM TO BE SOLVED: To provide a vinyl chloride-based resin composition having excellent heat resistance, discoloring properties and electric insulation properties by discovering a new electric insulation improver and by using the improver. SOLUTION: The vinyl chloride-based resin composition contains (a) 0.01-10 pts.mass of a hydrotalcite compound, (b) 0.01-5 pts.mass of a zinc salt of an organic acid, (c) 0.001-1 pt.mass of aβ-diketone compound and (d) 0.001-1 pt.mass of citric acid based on 100 pts.mass of a vinyl chloride-based resin.
