<P>PROBLEM TO BE SOLVED: To provide a packaging and filling device capable of maintaining a normally sealed state, enhancing the heating efficiency, and reducing the environmental load by efficiently using high-temperature air for preheating while a thermoplastic material such as a polyethylene resin of a packaging material is not stuck as a resin piece or a tape piece on an outer circumferential surface of a conveying or forming roller. <P>SOLUTION: The packaging and filling device comprises a preheating means 8 for preheating an edge of a packaging laminate material, a pressure roller 20 which is supported by a filling pipe 7 for performing the pressurization by the elastic force from an inner side of the pipe, and a counter roller 21 for pressing a longitudinal seal part from an outer side of the pipe.
