PROBLEM TO BE SOLVED: To enable an input/output device to perform highly reliable processing. SOLUTION: A video display controller 121 receives a communication message M203 from a video display controller 221 at a spot B, and retrieves an equipment state DB 123 at a spot A from the server ID, and compares the extracted data with service definition information of the equipment state DB 123 at the spot A. When there is nothing matched with each item or included in the range, an equipment function module list DB 122 at the spot A is retrieved by using equipment ID, IP address and device classification of the equipment state DB 123 at the spot A as key items, and when the pertinent module is present, equipment module list information is compared with the service definition information. Whether or not there is anything matched with each time or included in the range is decided, and when software module is present, the execution of a service is instructed to the video output controller 111 at the spot A.
