PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit protecting both an external FET and its drive circuit, and to provide a power supply. SOLUTION: The semiconductor integrated circuit 101 includes a switching control circuit 1A including transistors M1 and M2 to be connected with an external FETM 11 which is turned off when the transistor M1 is turned on and the transistor M2 is turned off, a bias circuit 2A for supplying the FETM 11 with a bias voltage for turning the FETM 11 off when the transistors M1 and M2 are turned off, and a protection control circuit 3 for turning the FETM 11 off by turning the transistor M1 on and turning the transistor M2 off when a failure is detected and turning the transistors M1 and M2 off upon elapsing a predetermined time.
