A method and an apparatus for generating a frame in DVB-H(Digital Video Broadcasting-Handheld) are provided to remove the necessity to repeat a packetizing process and a depacketizing process when generating frame data through arbitrary encoded packet data, thereby generating arbitrary frame data within a short time. UDP(User Datagram Protocol) data including at least one or more encoded RTP(Real time Transport Protocol) packet data is continuously received(501). An encoded AU(Access Unit) payload unit is extracted by depacketizing the RTP packet data and decoded(503). To configure one frame data, the AU payload unit is cumulated(505). If all AU payload units configuring the frame data are cumulated, the frame data is generated through the all AU payload units(507,509). After that, the generated frame data is outputted to a user(511).
