PROBLEM TO BE SOLVED: To minimize time and cost required for adjusting operation and to set a wide and flexible adjustment range with simple constitution. SOLUTION: A control arm 23 is provided with an opening 30 facing a bolt hole 13 of a control shaft 12, and a shim 31 is detachably fitted into the opening 30. The shim 31 is formed with an insertion hole 31a for screwing a bolt 26 into a bolt hole 13, and the bolt 26 is inserted through the insertion hole 31a to regulate the relative position of the control shaft 12 and control arm 23. The relative position of the control shaft 12 and control arm 23 can be adjusted through the bolt 26 by changing the shim 31 for a shim 31 with a different position of the insertion hole 31a in the circumferential direction of the control shaft 21.
