PROBLEM TO BE SOLVED: To provide a transparent or semi-transparent liquid softener composition exhibiting excellent softening effect. SOLUTION: The transparent or semi-transparent liquid softener composition contains (a) a polymer compound having a weight-average molecular weight of 2,000-200,000 and containing specific monomer units (A) and (B) at a specific molar ratio, (b) one or more kinds selected from specific quaternary ammonium salts and amine compounds, and (c) an organic solvent having a logP of -0.5 to +1.5, within respectively specific ranges.
