<P>PROBLEM TO BE SOLVED: To monitor/manage the use of predetermined software or a predetermined site, to certainly perform follow-up-check/analysis of a process resulting in an accident such as information leakage even if the accident occurs following the use, and to certainly prevent the occurrence of the accident such as information leakage following the use. <P>SOLUTION: This managing device allows and permits individual use (execution of software to be controlled and/or access to a site to be controlled) of a user terminal 10 only for a certain time.
