PROBLEM TO BE SOLVED: To provide an optical plate capable of improving the usage rate of light beam. SOLUTION: In the optical plate is formed by integrally molding a first transparent layer, a second transparent layer, and a scattering layer, the scattering layer includes a transparent resin, arranged between the first transparent layer and the second transparent layer, and scattering particles distributed in the transparent resin; and a plurality of spherical projections are formed on the outer surface of the first transparent layer, a plurality of recesses are formed on the outer surface of the second transparent layer, and each recess includes at least three mutually adjacent inside faces, and the horizontal width of each inside face is made gradually larger in the direction of separating far from the scattering layer.
