PROBLEM TO BE SOLVED: To optimize data rearrangement of a magnetic tape in a hierarchical storage system. SOLUTION: When there is another component tape except a magnetic tape as a processing target (a step S15, YES), valid data of the magnetic tape as the processing target are copied to the other component tape (a step S22). In this process, among other component tapes, a magnetic tape storing the greatest quantity of valid data corresponding to invalid data stored in the magnetic tape as the processing target is determined as a copy destination magnetic tape.
