PROBLEM TO BE SOLVED: To obtain a ring network in which when the network configuration of a lower layer is changed, this can be recognized, and a fairness execution program for the ring network with which a fairness function can be excellently operated even in such a case. SOLUTION: The RPR device 202 of an RPR network comprises a timer 218, and the periodic transmission request 218 of an LRTT control frame is sent to an LRTT control frame transmitter 216 via an arbitration unit 217, so that the LRTT control frame is periodically transmitted to each RPR device. An LRTT control frame receiver 215 receives a returned LRTT control frame, and a loop round trip time calculator 214 calculates a loop round trip time from the time difference of both the frames and gives the calculated time to a fairness execution unit 212.
