PROBLEM TO BE SOLVED: To solve the problem wherein it is difficult to limit the use of a portable terminal in a specified place. SOLUTION: A vehicle control unit 10 installed in a region, where the use of a personal digital assistant should be limited, such as the ceiling of a vehicle including an electric car and a bus includes: a control section 11 composed of a semiconductor memory, such as a CPU controlling the entire unit, a ROM storing a control program, fixed data, or the like, and a RAM that is a work storage region of the CPU, and the like; a storage memory 12 composed of a non-volatile semiconductor memory, such as a Bluetooth device address (48-bit Bluetooth Device Address) and the ID (64-bit UID) of an RFID tag of the personal information digital assistant acquired by Bluetooth (R) communication and an FRAM storing the utilization state of the personal information digital assistant, a hard disk device, and the like; and a LAN cable 15 and a LAN connection section 16 connecting an antenna 13 for Bluetooth, a Bluetooth communication section 14, and a non-contact charging device 20 described later to a network.
