PROBLEM TO BE SOLVED: To provide a wet developer in which toner hardly sediments or aggregates but shows excellent redispersion property and air bubbles are easily vanished, and to provide an image forming apparatus. SOLUTION: The wet developer contains a carrier liquid and toner, in which inorganic fine particles subjected to surface treatment so as to increase dispersibility and affinity to the carrier liquid are added.
