A fluorescent panel for a planar light source and a planar light source having the fluorescent panel are provided to form a fluorescent layer attached to the inner face of a planar light source as an independent panel to obtain a fluorescent layer with a uniform thickness, thereby securing luminance uniformity and improve optical characteristic. A fluorescent panel(220) has a thickness of a micrometer, is directly attached to a planar light source and used as a fluorescent layer. The fluorescent panel is formed in a flat structure or in an uneven structure. The planar light source includes a light source body having a discharge space and a fluorescent layer formed on the inner face of the light source body. The fluorescent layer is formed in such a manner that fluorescent particles are pressed into a panel shape having a predetermined area.
