PROBLEM TO BE SOLVED: To provide a louver unit which has high flexibility with respect to a mounting location of an operating member, and to provide a window unit with the louver unit. SOLUTION: The louver unit has a first louver portion which has a rotating shaft and is provided with a plurality of louver blades openable/closable by rotation, in the vertical direction; a moving member which can open/close the louver blades arranged in the first louver portion in one body in interlock with each other through its moving operation; and a second louver portion which is located over or under the first louver portion, and has the plurality of louver blades arranged in the vertical direction. The louver unit is provided with the operating member which is mounted on the rotating shaft for the louver blades arranged in the second louver portion, idles with respect to the rotating shaft when operated, and functions to move the moving member.
